MythTV 0.22 to rely on QT4 + MythUI

It has been announced that MythTV 0.22 will move to QT4. Previously QT3 has been used even though QT4 has been available for quite some time. The exact version required is QT 4.3.

MythUI the new UI library is already used a little in MythTV 0.21, but in 0.22 it will be used more widely.

Both of these changes are already happening in MythTV trunk, so that could be more unstable at the moment than what it usually is.
