Actually it is not completely new, but back in December it was decided to resurrect it.
Currently work is getting done on the MythWeb interface for MythRecipe and when that is done, the frontend interface will be implemented using MythUI.
Here is a list of some of functionality MythRecipe will offer:

This is based on Ubuntu 8.04 (Hardy Heron). Ubuntu 8.04 is scheduled for release in April and Mythbuntu is usually not far behind.
Mythbuntu 8.04 is based on MythTV 0.21-fixes which is not yet released.
Ubuntu 8.04 contains Xorg 7.3, Linux Kernel 2.6.24 and many more things.

This release is definately getting closer, but then again it should be, with the february “announcement”.
Yesterday, the branch for 0.21-fixes was created and the number of open tickets for the 0.21 release dropped from 68 to 58.

Ever heard of Gloss? It is a MythTV Frontend with a lot of focus on appearance and very little focus on features. Which, to put it a little hard is basically the opposite of the current MythTV Frontend.
