First openChrome official release - 0.3.0

It is not really clear what has changed for this version, but at least it says in the release notes that the name you need to specify in xorg.conf has changed from ‘via’ to ‘openchrome’.
The supported features are:
- Free modesetting for Unichrome and Unichrome Pro chipset.
- VBE modesetting for everything not natively supported.
- TV-out support.
- EXA acceleration.
- Hardware MPEG2 acceleration.
Unfortunately there is not MPEG4 acceleration present and also MPEG2 acceleration is missing from the CX700 chipset.
